CASE

CONSIDER CHANGE ORDER FOR ELMCREST PARK PARKING LOT
IMPROVEMENTS
By: Leonard Lint0n, Civil Engineer II

Background:

Elmcrest Park parking lot improvernents were approved for construction on July 20041 Soil borings
indicated that clay soils were present under most of the parking areas. Borings were not per£ormed
for all of the trail areas. The pavement design included geotextile £abric and sand under the Class 5
aggregate due to the presence of the clay. The sand was also specified to be placed under ail trails.
Areas of sand were found during the excavation of the site and the extent o£ the geotextile fabric
was reduced per the recommendation of the geotechnical testing firm. Grading for the trails has
encountered extensive areas of sandy soils that will not require additional sand fill. The project
design anticipated sand would be available from the excavation of both ponds on the eastern side o£
the site, thus the quantity of sand to be imported was reduced. The soils in the easternmost pond
turned out to be clay down to the excavated depth. These soils were Used as fill below the
geotextile fabric, requiring import of additional sand.

The lack of sand in the eastermnost pond-required the import of additional sand to complete the
project. The presence of sand'under the trails will reduce the required quantity of imported sand.
The impacts of these changes are sunwnarized below:

[Area

P arkin g Lots
Trails
_Net Change

Cost
$ 27,300
$ (69,164)
$ (41,934)

These numbers reflect the changes in the quantity of sand used on this project. The cost savings due
to the reduced quantity of geotextile fabric used are not included in this tabulation.

Staff is working with the contractor to finalize the amount of the change order. This amount will be
presented at the meeting for evaluation.

Action:

Staff recommends that the Committee fo~wvard the request for Change order # 1 for Ehncrest Park
improvements to City Council for approval.

Reviewed by:

Director of Public Works
Assistant Public Works Director
Parks/Utilities Supervisor

PW: 10/1.9/04
