Chairperson Elvig stated they know there is a need for the increase due to the study. His concern <br />is to establish the date where they increase the fee further so someone cannot say they did not <br />warn them again. <br /> <br />Councihnember Strommen concurred. <br /> <br />Councihnember Zimmerman commented they should not do a study if they are not going to rely <br />on the results. He suggested the increase be phased in by 25 percent, 50 percent, 75 percent, and <br />then 100 percent of the increase within one year. <br /> <br />Chairperson Elvig suggested they may want to phase the increase at 25 percent now, 75 percent <br />,lanuary Ist, and 100 percent March 1st. <br /> <br />Councihnember Zimmerman questioned when the payment amount would be determined. He <br />suggested they may want it to be determined at the time plats are approved. <br /> <br />Finance Officer Lund explained the Town Center Development Agreement stipulates the time of <br />payment at permit, while other cases are normally set at the time of plat. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Zimmerman, to recommend that the <br />City Council amend the 2004 Schedule of Rates, Fees and Charges to include the Water and <br />Sewer Trunk Charges to be increased by 25% currently, 75% January 1, 2005, and 100% March <br />1,2005, and that the trigger mechanism be at the time of final plat, and to include the following: <br /> Water Permit-Commercial: 1% of Job Value/Minimum $200 <br /> Sewer Permit-Commercial: 1% of Job Value/Minimum $200 <br /> Daycare Inspection Fee: $40/per trip <br /> <br />Further Discussion: City Administrator Norman advised a sitting Council does not have the <br />attthority to increase rates for a future Council, although they can present a suggestion. The <br />intent is okay, but they need to be careful how the motion is worded. <br /> <br />Motion on the floor amended by Chairperson Elvig, seconded by Councilmember Zimmerman, <br />to recommend to the City Council the recommendation of amending the 2004 Schedule of Rates, <br />Fees and Charges to include the Water and Sewer Trunk Charges to be increased by 25% <br />currently, 75% January 1, 2005, and 100% March 1, 2005, and to include the following: <br /> Water Permit-Commercial: 1% of Job Value/Minimum $200 <br /> Sewer Permit-Commercial: 1% of Job Value/Minimum $200 <br /> Daycare Inspection Fee: $40/per trip <br /> <br />Motion carried. Voting Yes: Mayor Chairperson Elvig, Councilmembers Zimmerman and <br />Strommen.
