Voting Yeg: Chairperson Elvig, Councilmemberg Zimmerman and gtrommen. <br />Voting No: None. <br /> <br />Case//6: Review and Adopt "Proposed" 2005 General Fund Budget <br /> <br />Finance Officer Lund indicated this is the budget presented at the September 7, 2004 Council <br />work session. The proposed budget takes into consideration the nine new positions that were <br />discussed, the one part-time position, and a couple of stafftitle changes. The budget reflects total <br />operating and capital expenditures of $8,768,667. <br /> <br />Chairperson Elvig requested information on the differences from last year's budget. <br /> <br />Financc Officer Lund replied the budget last year was set at $7,785,000. The majority of this <br />budget is due to staffing, with a $150,000 increase in the Street Maintenance Program that was <br />put in place. The program was previously pulled back and now needs to catch up to stay on <br />schedule. <br /> <br />Cotmcihncn~ber Zimmerman questioned if eliminating the primary election, and including it with <br />the general election could save money. He commented there are not many candidates for each <br />position. <br /> <br />Assistant City Adlninistrator Nelson explained the primary election is used as training for the <br />general election. Also, there are other items on the ballot, other than just the local races. <br /> <br />City Administrator Norman advised state law requires the City to hold the primary election. <br /> <br />Chairperson Elvig asked if staff is comfortable with the budgeted amount for Elmcrest Park. <br /> <br />Public Works Director Kapler responded in the affirmative and explained it has always been <br />viewed as being staged. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Strommen, to recommend the City <br />Council adopt the resolution adopting the "Proposed" 2005 General Fund Budget. <br /> <br />Further Discussion: Finance Officer Lund indicated the $10,000 juvenile diversion program <br />would come fi'om the Council contingency fund. <br /> <br />Motion carried.
