Pt~blic Works Director Kapler replied a written statement was notarized from the accused that he <br />only produced three keys and the City got those three keys back. They also obtained a written <br />statement fi'om the locksmith that he only produced three keys. That situation has been taken <br />care of and the City is informing the businesses it has established the security of the boxes. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to recommend <br />that thc City Council adopt the resolution amending the 2004 Schedule of Rates, Fees and <br />Charges. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, and Councilmembers Zimmerman and <br />Strommcn. Voting No: None. <br /> <br />Case #3: Creation of a Park Fund <br /> <br />Chairperson Elvig indicated his position on this is if there is excess revenue at year end and there <br />has been a lot of growth and development, he would like to see them hold some of those dollars <br />for park maintenance. He noted Anoka has had a telTible time, they have 36 parks and can barely <br />afford the maintenance of them once the development stopped coming in. <br /> <br />Counci hnember Zimmerman noted there could be a down side with developers questioning why <br />the City is charging them when they have extra money in this fund. He stressed the need to be <br />careful where the funds come from. <br /> <br />Finance Officer Lund advised developer funds would be used strictly for the equipment at the <br />park. This fund could be to maintain those parks, which the development is not actually paying <br />for. <br /> <br />Chairperson Elvig noted there will likely be an $800,000 surplus at the end of the year, and <br />development fees are putting them over the top this year. This fund could utilize some of those <br />fees. <br /> <br />Councihnember Zimmennan indicated the fund should be heavy on the maintenance end of <br />things. He noted the funds should not come from the park fees that are charged the developer, as <br />the Suprenm Court has leaned toward the need to show something close to the development that <br />has been charged a fee. <br /> <br />Councilmember Strommen stressed the need for the fund to be flexible. <br /> <br />Public Works Director Kapler commented in the original discussions about the development of <br />this fund they were centered on the maintenance of the parks, rather than purchasing property. <br />He was under the understanding there was a consensus that those purchases would stay in the <br />Capital hnprovement Program, and that this fund would address needs after the park has been <br />established. <br /> <br />Finance Committee/August 10, 2004 <br /> Page 4 of 6 <br /> <br /> <br />
