She asked the City to hold the contractors <br />accountable to those words and to keep the greenery similar to what it is now. <br /> <br />Commissioner Johnson said he was interested in the Staff's and possibly the developer's <br />response to the handout from Bruce Iverson. <br /> <br />Principal Planner Trudgeon commented that all the existing lots around the wetland go to the <br />edge of the wetland except for those on the peninsula. He noted the developer has shrunk the <br />lots to end short of the wetland, which will provide more green space and a buffer. On the lots <br />that go to the edge of the wetland, there is no control what will happen when the individual <br />owners move in. <br /> <br />Mr. Black stated that what must be kept in mind is that this property is guided by the Comp Plan. <br />The peninsula lots are large. He said they are trying to maximize the use on the peninsula and <br />leave as many trees as possible. He felt they have made a strong effort to follow all the <br />guidelines. <br /> <br />Mr. Black commented that this development will definitely change the landscape and have <br />substantial grading. He reiterated that they will work with Staff to preserve trees. His company <br />believes strongly that when they develop properties, they should correct the lot so there is no <br />problem with building on that lot. They will make sure the drainage works properly. In order to <br />do that, they may have to take out trees. He stated they typically plant 2-inch trees and in time, <br />the neighborhood will take on character. He added that residents will plant their own trees and <br />shrubs, which adds to the character also. <br /> <br />Principal Planner Trudgeon pointed out that on page 46 of the agenda, the developer outlined <br />what they will do for tree preservation. <br /> <br />Mike Engels, 5751 145th Court, stated his property is across from Block 1, Lot 2. He asked if <br />there is a variance to put the house in there. He noted that traffic on Iodine Street was discussed <br />before. He said that going up that hill in mid-afternoon is going into the sun. He asked if there <br />will be a stop sign on County Road 5 and Iodine. <br /> <br />City Engineer Jankowski indicated that deceleration and bypass lanes do need to be constructed <br />at the point of access. He explained the traffic will need to yield to County Road 5 from Iodine. <br />He also noted there is a separation between Lord of Life's access and this access. <br /> <br />Jim Bitner, 14331 Neon, expressed his concern that the developer is unwilling to amortize the <br />three lots in the way Mr. Iverson laid out. He said another concern is that the tree plan doesn't <br />seem to fit with the comp plan. There is no alignment on how this is executed compared to the <br />City's plan. If the developer will not look at how the number of lots can be decreased by three to <br />more closely align with what the City has laid out, he is concerned. He said he would feel more <br />comfortable if there was a deeper understanding of the definition and the accountability.
