the glare from headlights on cars that come around the cul-de-sac would be in his sightline in this
porch. He stated he is looking for a privacy fence on the property line. He explained he has
lived there 30 years and considers this a way of life. He said he thinks the project owes him a
barrier from the traffic and cul-de-sac.

Chad Hayes, 15243 Germanium Circle, stated this abuts his backyard as well. He suggested a
fence be put in instead of a lilac bush, for example, for screening.

Motion by Chairperson Nixt, seconded by Commissioner Sweet, to close the public hearing.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Brauer, Johnson,
Kociscak, Reeve, and Watson. Voting No: None. Absent: None.

The public hearing closed at 9:26 p.m.

Commission Business

Commissioner Sweet stated this plan looks crowded to her.

Chairperson Nixt questioned if the stagnant pond on the property had been resolved. He noted
that it is a long street and congestion on this property makes it rather unattractive.

Principal Planner Trudgeon noted that one of the challenges is the lack of access. It is a tough
piece to develop and there is one access on Alpine.

Commissioner Reeve inquired how long the road is.

Principal Planner Trudgeon explained it is significantly more than 600 feet, possibly 800 feet.

Commissioner Brauer stated he struggles with the layout as well. He questioned if the density is
reasonable and Principal Planner Trudgeon said it is.

Chairperson Nixt stated that a second access on 153rd may be better than a through road to the
south.

Mr. Kempf said that 152nd would likely be blocked off at T.H.#47 and all the houses would have
to be purchased to widen it. He said he is not planning on leaving. The plan should be to not
continue that street through for a long time. He invited the Commissioners to come and tour the
area.

Chairperson Nixt said he would like to have the developer continue to work with the Staff, if this
corner is going to be developed, it must not have a second access. He would also like to see
more green space.

Planning Commission/February 7, 2002
