The citizen noted the Comprehensive Plan is already approved and asked if the rezoning is the <br />final stamp of approval for the Comprehensive Plan. <br /> <br />Commissioner Johnson explained the Comprehensive Plan does have a great deal of influence <br />over the rezoning. <br /> <br />The citizen asked who designed the Comprehensive Plan. <br /> <br />Commissioner Johnson stated the City did. He explained this process has been going on for 5 <br />years with consideration from the Council and the Planning Commission. He stated the citizens' <br />input always counts. <br /> <br />Jill Anderson, 174t~L Lane, stated she is new to Ramsey. She said she has lived all over the Twin <br />Cities and moved here due to the rural area. She said she is a runner and enjoys seeing trees, <br />ponds, and wildlife daily, as well as bald eagles. She stated she was concerned the wildlife <br />would eventually be pushed out due to the development. She said she is not as affected as others <br />are by the rezoning. However, there is a development going in next to them. She asked if the <br />area by the gun club is protected. <br /> <br />Principal Planner Trudgeon stated the gun club is in the Central Rural Reserve, which restricts <br />subdivisions to no more than 4 lots per 40 acres. <br /> <br />Ms. Anderson said she was concerned with the area by the gun club becoming overpopulated and <br />losing the wildlife that comes from that area. She stated she is on a 5-acre lot, and it will be <br />rezoned to 2.5 acre lots. She asked if people can build on 2.5 acres when it is rezoned and if <br />people could sell 2.5 acres if it is part of the land in the reserve. She also asked if the 10 to 20 <br />acre lots can be sold. <br /> <br />Community Development Director Frolik explained the land cannot be developed unless the <br />owner is willing. <br /> <br />CALL TO ORDER <br /> <br />Chairperson Nixt called the regular meeting to order at 8:12 p.m. <br /> <br />Chairperson Nixt notified the public and applicants that the Commission will adjourn at 10:00 <br />p.m. and any unfinished business will be handled at a subsequent special meeting. <br /> <br />CITIZEN INPUT <br /> <br />Richard Kruger, 7640 150th Lane, stated that the comments made in the Board of Adjustment <br />meeting regarding the City not protecting the wetlands are not true.
