Conunissioner Dunn stated that he still has reservations as to whether or
not the City can be held liable for the consequences of a business that
is allowed to go into that corner by the City. Commissioner Dunn suggested
requiring the Developer of that area set up his own septic system and/ or
stabilization ponds. The City should have some assurances to cut down
the risk of creating a dire need for sewer in that area. Commissioner
I)unn also requested copies of Gunner Isberg's report and Stephen Schmidt's
Statements and Engineering Reports which were presented to City Council.

Clayton Berg stated that the City could he held liable in'any zone if
that was the case so therefore we shouldn't really be concerned with
liability on the City's part.

Case #4 Appointment of aNew'CommissiOnMember

Chairman Peterson authorized Clayton Berg to arrange for interviews of
applicants for the position on the Planning and Zoning Commission at
the regular February Planning and Zoning Meeting.

Case #5 Update of ComprehensiVe Plan Status'by ~yor Gamec

Presentation by Mayor Gamec to the Commission on the status of the
Comprehensive Plan and especially the proposed neighborhood service
center.

Mayor Gamec polled the Commission as to their feelings regarding
the proposed neighborhood ~service center at the corner of 167th and
T.H. #47.

Commissioner Dunn I have no problem with rezoning and utilizing that
area for commercial. My problems are with soils and sewer. If you'
are going to allow commercial in that area, the Council should support
other individuals requesting to put a commercial business on another ·
corner in Ramsey in the same manner as they have treated the corner
of 167th and T.H. #47.

Commissioner Zimmerman - I think it is a growth center and we should
not stand in the way.

Commissioner Deemer - I am not against business development, but I don't
want to give carte blanche to rapid commercial development.

Chairman Peterson - I am afraid of the ripple effect of what's going
to happen in that area. I have some reservations regarding allowing
that much growth in that area.

Commissioner West I never envisioned the growth I see in that area
today. When a business (Bob's Market) does that well, it acts like a
magnet.

CITIZEN INPUT

None

P & Z/January 5, 1982
Page 3
