CASE# tl <br /> <br /> INTRODUCE ORDINANCE TO AMEND <br /> R-1 RESIDENTIAL DISTRICT REGULATIONS; <br /> CASE OF CITY OF RAMSEY <br />By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Since the adoption of the 2001 Comprehensive Plan, the City has taken the steps necessary to <br />implement the Plan by amending the Subdivision and Zoning Chapter of City Code. As is <br />generally the case when working with new ordinances, corrections and housekeeping items begin <br />to show up. Staff has been compiling a 'parking lot list' of housekeeping items that need to be <br />corrected or clarified. Enclosed for your information is an edited copy of the R-1 Residential <br />section that identifies proposed additions and deletions that Staff has determined are necessary. <br />Thc proposed ordinance to accomplish these amendments is also enclosed. <br />Observations: <br /> <br />The following is a summary of the proposed amendments: <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />6. <br /> <br />7. <br /> <br />8. <br /> <br />Define "Ornamental Fence". <br />9.20.11, Subd. 2 - clarify that if there is a PUD with townhomes in the R-1 District, <br />the R-2 Medium Density performance standards will apply. <br />9.20.11, Subd. 3 - Expand 'conditional uses' to include cell towers in tower overlay <br />district and commercial nurseries or greenhouses with buildings. <br />9.20.11 - Subd. 4 - Increase permitted driveway opening at street from 20 to 30 feet <br />(24 feet on cul-de-sacs). <br />9.20.11 - Subd. 4 - Increase number of driveways allowed in the MUSA area to 1 per <br />street frontage. <br />9.20.11 - Subd. 4 - Clarify that the front yard setback for accessory structures in rural <br />districts is also subject to the setback of the principal structure. <br />9.20.11 - Subd. 6 - Eliminated "Parking" and "Streets" as this text is intended for <br />~nulti-family districts. <br />9.20.11 - Subd. 6 - "Fences" is modified to allow ornamental fences greater than 4 <br />feet in height in the front yard. Allowable fence height in side yards is increasing <br />from 6 to 8 feet. Text added to clarify that building permit is required for fences <br />exceeding 6 feet in height. Acceptable fencing materials expanded to include vinyl, <br />wrought iron, aluminum or steel; any other material must receive prior approval from <br />Zoning Administrator. Establishes a maximum width on boards used for fencing. <br />Eliminated the use of barbed wire for agricultural or livestock purposes. Electric <br />fences will continue to be allowed for agricultural or livestock purposes provided they <br />are set back 3 feet off the property lines and are posted as being electric. Clarifies <br />that it is the responsibility of the fence owner to accurately locate property lines. <br />Prohibits fences from being located in the vision triangle on comer lots. City has <br />authority to require a property survey when deemed necessary. <br />9.20.11 - Subd. 6 - Eliminated "Screening" as it pertains to multi-family districts. <br /> <br /> <br />
