The community should be able to park on public streets and reasonably access <br />the building. <br />0"r /,Vlo d,..J' 7o`Yit ::y 7i,Vo o ,Jrutl l'a'.wrrIflAP, ;VI^`r )^` ij.;r <br />The Planning Commission has expressed a concern over a perceived lack of private open space in <br />medium density development as well as depth and steep slopes of stormwater ponds within the <br />development due to the higher density nature. This concern has not yet been resolved, but will continue <br />to be discussed during Phases II and III of the Plan Amendment. The City shall take into account <br />sidewalks, greenways, and other private and innovative improvements (such as wonerfs). <br />The City is in a unique situation as Property Owner and Regulatory Authority. This presents opportunity, <br />but also requires special attention to remain accountable to the public. In order to balance this <br />approach without creating burdensome processes, the following steps shall be followed when <br />considering a Purchase Agreement with the City in The COR. <br />Any perspective buyer of City -Owned Property in The COR shall first meet with City Staff to discuss <br />appropriate sites. This is known as the Site Selection Process. The City and Buyer shall review multiple <br />sites before selecting a preferred location. Depending on the complexity of the project, the City reserves <br />the right to take this Site Selection Process to the Planning Commission, EDA, and City Council before <br />reviewing a specific site. <br />The Buyer shall provide a site concept to be reviewed by the Planning Commission, EDA, and City <br />Council before approving a Purchase Agreement. When a single -user proposes to purchase a portion of <br />an undeveloped block or area, a series of 'site concepts' shall be developed before reviewing with any <br />City board or commission. These site concepts shall demonstrate at least one reasonable concept for the <br />remaining portion of the site that fits the vision and requirements of that area/district. <br />The Buyer must still complete the official Site Plan Review (and Subdivision) process after the Purchase <br />Agreement Phase. <br />It is our mission to work together to responsibly grow our community, and to provide quality, cost-e/fective and efficient government services% <br />The COR Interim Development Plan Page 19 of 21 <br />
