I <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> i <br />il <br /> <br /> I <br /> <br />Enclosure (1) contains the following partial answers to the interrogatory questions- <br />posed by the State of Minnesota to the City of Ramsey: <br /> <br /> INTERROGATORIES <br /> <br /> INTERROGATORY NO. 1: Describe in detail the basis for the allegation in <br />paragraph 5 of the Complaint that "90% of local government aid distributed according <br />to M.S.A. 477A.011, et. seq. is based upon and determined by the formula distributions <br />under predecessor statutes," identifying with particularity the formula distributions <br />and predecessor statutes referred to therein. <br /> <br /> RESPONSE TO INTERROGATORY NO. 1: This was based on the published study <br />~e~ort on the Study of the Local Government Aid dated December 18, 1980 which was done <br />by the Local Government Aids and Analysis Division, Minnesota Department of Revenue, <br /> <br /> INTERROGATORY NO. 2: Describe in detail the basis for the allegation in <br />paragraph 6 of the Complaint that "M.S.A. 477A.011, et. seq., incorporates and per- <br />petuates inequities from past local government aid statutory formulas which results <br />in continuing disproportionate allocations of local government aid to the City of <br />Ramsey and precludes sufficient adjustment for change of circumstances." Identify <br />with particularity: (a) the alleged inequities from past local government aid'statutory <br />formulas; (b) the resulting continuing disproportionate allocations of local government <br />aid'to the City of Ramsey; and (c) the change of circumstances and "sufficient adjust- <br />ment" therefor that is precluded. <br /> <br /> RESPONSE TO INTERROGATORY.
