Reference .(g) points <br />out how the proposed law contained in Reference (d) which was enacted into legislation <br />did not accomplish any of the th~ngs it was supposed to do when it was enacted in <br />1979. Reference (h) confirms the City of Ramsey's findings on the State local did <br />past and present State Statute that distributes aid to Cities. The new State Statute <br />changed nothing and only perpetuated the. same inequities.
