SPECIAL COUNCIL MEETING <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />special Council meeting on September 5, 1978 at the Ramsey Municipai <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Mayor Cox called the special coUncil meeting to order at 8:10 P.M. <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Gamec <br />CoUncilman Reimann <br /> <br />Also Present: <br /> <br />City Attorney Goodrich <br />City Engr. Raatikka <br />Building Official Berg <br /> <br />A special meeting was called to discuss the possibility of street improve- <br />ments for Itasca Heights. <br /> <br />City Engineer Raatikka gave a report on the brief study they made of the <br />area to determine the general magnitude of the project. <br /> <br />The drainage ditches are practically non-existent and the majority of the <br />runoff drains overland to the Mississippi River. <br /> <br />Mrs. George Gauer had a question on the type of road. <br /> <br />She was told it would have a bituminous curb. <br /> <br />She also questioned the price. <br /> <br />Ms. Jane Terpstra states'that now the water flows over her driveway. <br /> <br />Mrs. George Gauer asked if there was a reason for cUrbs as the ditches are <br />gone. Of the two alternatives they chose the one with curbs. <br /> <br />Ms. Jane Terpstra stated if we get the road with the curbs then we would <br />have a drainage and water problem. <br /> <br />City Engineer Raatikka stated the majority would run to the river. They <br />are proposing picking up easements and letting it drain to the river. <br /> <br />Ms. Jane Terpstra stated when it rains now it runs down their driveway and <br />if we get asphalt they would have a lake in their back yard. <br /> <br />Mr. John Terpstra stated you can't prevent water from running. <br /> <br />Mrs. George Gauer said with no drainage there would be lots of ice in the <br />winter. <br /> <br /> <br />
