Page 2 P & R Commission August 17, 1978 Mike Haller was asked to speak to the Commission about his interests and questions were asked of him. Chairman Donovan suggested the Commission review the applications and make a recommendation at the next meeting. Discussion of budget problems and procedures brought out some interest- ing questions. Mr. Gamec and Mr. $chnelle both gave some input to budgeting procedures. Dennis Donovan and John Lichter will meet with the City Administrator and will prepare a budget proposal. The Commission has been invited to attend a meeting on Monday, August 21, at 7:30 P.M. with P & Z and Mr. A1 $orteberg. All Commission members will attempt to be there. Dennis Donovan had received the Preliminary Draft of Environmental and Land Use for the Mississippi Critical River Area. It is a lengthy re- port and one copy received. John Lichter will attempt to study it and report further at a later meeting. Doris Irvine reported on a complaint received about the Landfill. She attended a meeting of the County Pollution Control Committee chaired by Ed Fields. The Landfill operators were asking for a time extension on some of the requirements for their operation. The Committee made no recommendation. Doris suggested the P & R Commission attempt to visit the site on the southwest side of the Landfill where there is a dyke that appears to be broken and attempt to determine the potential pollution of the park area adjacent to the landfill. John Lichter made a motion that ~Dennis Donovan be appointed to permanent Park and Recreation Chairman, seconded by Doris Irvine. Passed un- animously. It is unclear to the Commission whether they can appoint their own Chairman or if the appointment must be made by the City Council. Doris Irvine will advise the City Council of the Commissions choice and ask for their approval. Sam Walz suggested the Park and Recreation Commission establish a photographic reference book of the parks for commission use. This is due to the large geographical area and difficulty in getting the Com- mission together to view each park and recall it when the various parks are discussed. Sam Walz volunteered to take the pictures and do the work if the Commission would supply the film and developing and the book. John Lichter made a motion we recommend the Council approve an expendi- ture not to exceed $75.00 for this project. Second by Kevin Walter. Passed Unanimously. Kevin Walter asked if there had been any thought of planning now for a Ramsey City Golf Course. There is quite a large piece of land involved in providing a golf course area and with the land prices increasing
