Page 2 <br />P & R Commission <br />August 17, 1978 <br /> <br />Mike Haller was asked to speak to the Commission about his interests and <br />questions were asked of him. <br /> <br />Chairman Donovan suggested the Commission review the applications and <br />make a recommendation at the next meeting. <br /> <br />Discussion of budget problems and procedures brought out some interest- <br />ing questions. Mr. Gamec and Mr. $chnelle both gave some input to <br />budgeting procedures. Dennis Donovan and John Lichter will meet with <br />the City Administrator and will prepare a budget proposal. <br /> <br />The Commission has been invited to attend a meeting on Monday, August 21, <br />at 7:30 P.M. with P & Z and Mr. A1 $orteberg. All Commission members <br />will attempt to be there. <br /> <br />Dennis Donovan had received the Preliminary Draft of Environmental and <br />Land Use for the Mississippi Critical River Area. It is a lengthy re- <br />port and one copy received. John Lichter will attempt to study it and <br />report further at a later meeting. <br /> <br />Doris Irvine reported on a complaint received about the Landfill. <br />She attended a meeting of the County Pollution Control Committee <br />chaired by Ed Fields. The Landfill operators were asking for a time <br />extension on some of the requirements for their operation. The Committee <br />made no recommendation. Doris suggested the P & R Commission attempt to <br />visit the site on the southwest side of the Landfill where there is a <br />dyke that appears to be broken and attempt to determine the potential <br />pollution of the park area adjacent to the landfill. <br /> <br />John Lichter made a motion that ~Dennis Donovan be appointed to permanent <br />Park and Recreation Chairman, seconded by Doris Irvine. Passed un- <br />animously. It is unclear to the Commission whether they can appoint <br />their own Chairman or if the appointment must be made by the City <br />Council. Doris Irvine will advise the City Council of the Commissions <br />choice and ask for their approval. <br /> <br />Sam Walz suggested the Park and Recreation Commission establish a <br />photographic reference book of the parks for commission use. This is <br />due to the large geographical area and difficulty in getting the Com- <br />mission together to view each park and recall it when the various parks <br />are discussed. Sam Walz volunteered to take the pictures and do the <br />work if the Commission would supply the film and developing and the <br />book. <br /> <br />John Lichter made a motion we recommend the Council approve an expendi- <br />ture not to exceed $75.00 for this project. Second by Kevin Walter. <br />Passed Unanimously. <br /> <br />Kevin Walter asked if there had been any thought of planning now for a <br />Ramsey City Golf Course. There is quite a large piece of land involved <br />in providing a golf course area and with the land prices increasing <br /> <br /> <br />
