Mr. Trudgeon stated there are some minimum thresholds for requiring an environmental <br />assessment and this project is below the threshold. If there are issues, the developer could be <br />asked to do a study. <br /> <br />Mr. Jankowski stated he sits on the Watershed Board but it is a separate entity from the City. He <br />stated there are seven different entities from which they will need to get permits for the <br />development. <br /> <br />Chairperson Nixt asked where they stood regarding the grading plan and if staff was comfortable <br />with this. He stated he couldn't tell from the materials received where they are at and is not <br />comfortable making a decision. <br /> <br />Mr. Trudgeon stated they have received copies of the plan today addressing some of the <br />concerns. <br /> <br />Chairperson Nixt stated he would like to look at the grading plan before they send this on and he <br />wants to make sure it is handled properly. <br /> <br />Commissioner Johnson asked if they could delay making a decision on this. <br /> <br />Mr. Trudgeon stated they would need to postpone this until November anyway because there <br />would not be enough time to bring it to the Council. <br /> <br />Chairperson Nixt stated they could direct staff to work with the developer and residents regarding <br />the two stub roads, finding an accommodation to the extension of the sewer including residents <br />in the affected Fox Knoll division, and look at the drainage plan affecting the property to the east. <br />Chairperson Nixt asked why they did not have a traffic generation study on this. <br /> <br />Mr. Jankowski stated a study was not done because the two access points come out to an arterial <br />road and do not affect collector streets in the subdivisions. <br /> <br />Chairperson Nixt stated he wanted a better understanding on what tree preservation and buffering <br />would be. <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt, to table this application and <br />carry it over to the next planning meeting on September 5, 2002. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, Reeve, and <br />Watson. Voting No: None.
