A person suing rD challenge a city's land use <br />actions when the action adversely operates on the person's rights of' property <br />or bears directly upon the person's personal interest. Specific injuries must be <br />alleged. <br /> <br />The general standard for review in all land use decisions is whether the <br />councii's action was reasonable and rationally based. If'the city neglects to · <br />stare reasons for an ~ction taken on the record, the ride's action is presumed <br />arbitrary and unreasonable. Similariy. if the record contains no findings by <br />rim council the burden of proof'shifts rD the city to show its actions were <br />reasonable.
