Presentation <br /> <br />Associate Ptatmer Wald advised Village Bank recently purchased Lot 1, Block 4, Rivenwick <br />Village. She stated Mr. Kveton would tike to construct a new full service banking facility on the <br />property in the future. She advised the Applicant is unable to receive final City approval for a <br />permanent building before the end of this year's construction season, and therefore Village Bank <br />is not able to initiate construction of a pen:aanent facility until spring of 2005. She stated Mr. <br />Kveton is eager to begin serving new and existing clients this year, and therefore has submitted <br />an application for an Interim Use Pem~it to operate banking services from a temporary modular <br />structure on the property located at 7125 Riverdale Drive. <br /> <br />Associate Planner Wald stated the applicant would like to install a 23'6" x 55'6" temporary <br />modular structure on the site. The applicant submitted a letter stating that the installation of a <br />temporary modular structure on the subject property will allow Village Bank to: provide banking <br />services to new and existing customers in the area; hire and train new employees that are <br />necessary to operate the permanent facility; and to ensure ail potential issues have been field- <br />tested in order to provide high quality service to Ramsey area clients. <br /> <br />Associate Planner Wald indicated the site plan shows 10 bituminous paved parking stalls being <br />provided and a restroom facility as well. She indicated the site plan shows sewer and water <br />being extended to the site in order to accommodate the restroom facility. She advised that since <br />installation of sewer and water is being proposed to accommodate the tempora~ facility, trunk <br />sewer and water charges will be collected for the site upon issuance of the building permit lbr the <br />temporary facility. She noted that payment of sewer and water trunk charges will not be <br />collected when the permanent banking facility is constructed. <br /> <br />Associate Planner Wald advised the applicant has moved the modular structure closer to <br />Highway 10 fi'om what is shown on the site plan, but is still within the setbacks. She stated the <br />site plan is proposing a 40-foot wide access from Riverdale Drive, which will be paved with <br />asphalt. She indicated the access for now wilt have bituminous curb rather than concrete curb. <br /> <br />Associate Planner Wald stated Staff raised concerns regarding landscaping, and the applicant has <br />requested they bg allowed to put potted plants around the premises, but do not want to plant trees <br />or shrubs until the permanent structure is erected. She indicated the ~ading plan was submitted <br />and the applicant has been informed they may require a permit from Mn/Dot to drain into the <br />ditch. <br /> <br />Associate Pla~mer Wald advised the applicant is requesting the intetSm use permit be granted <br />until December 31~ 2005. This will allow construction of the new facility and conversion from <br />the temporary facility to the permanent facility to be completed.
