outlots. The proposed final plat does not dedicate any new right-of-way and since the plat does
not create any buildable lots, ~ading, drainage, and utility plans are not necessa13, at this time.
The plat does not dedicate any additional easements. All of the drainage' and utility easements
shown on the final plat were created as part of the Ramsey Town Center Addition. Since there
will not be any direct development as part of this final plat, it is staff's position that a
Development Agreement is not necessary. She questioned if it makes sense to do this now or at a later time to make sure it is
divided con'ectly.

Assistant Community Development Director Trudgeon reviewed· the configuration of the outlots.
The question of whether this is aPpropriate at this'time i~ a' decisiOn for the Council. If this is
done and the amendment does not happen there are a couple of options. One option is not to file
the plat and the second option is to file the plat and have a revised legal description. This does
not grant anyone any other rights, and the exposure for risk is low to none.

Assistant Public Works Director Olson advised the primary reason to bring this forward is for
reference of the final plat doCUment and the Master Development Agreement amendment
language.

Motion by Councilmember Cook, seconded by Councitmember Peru-son, to approve the final plat
contingent upon compliance with the City Staff Review Letter dated September 24, 2004.

Motion carried.
