Sb.m ~. ab2.355. <br /> <br />Comprehensive planning recognizes the complex interaction between social, <br />economic, and environmental systems..q comprehensive plan is an <br />expression o.Fthe community's vision and a strategic map to reach that vision. <br />Comprehensive plgns analyze existing economic, social, and environmental <br />conditions, lay o~t the goats and policies that will guide future development, <br />and provide the legal basis for land use controls. Economic vitality, a healthy <br />environment for children and f'arni]ies, protection of the natural resources, <br />and the active paFticipation and leadership of iota[ citizens. -~re all <br />components of a comprehensive p/an that wiiI provide tar t[~e sustainable <br />development of tl~e city. Land use and zoning m~,tdations are just one aspect <br />of' implementing ,fl~e vision for the city contained in the comprehensive plan. <br /> <br />C. Community-based planning <br /> <br />Cities should take into account the planning activities of'adjacent <br />communities. Potentiai impacts of' future planning actions on those <br />communities should be given careful consideration. Under [h~ Metropolitan <br />Land Planning Act, cities must submit their proposed comprehensive plans to <br />adjacent governmental units and affected school districts for review and <br />copnll~ent. <br /> <br />Cities and counties are authorized to develop community-based plans to <br />f'aciiita[e cooperative agreements among adjacent communities, and to <br />coordinate pianning to ensure compatibility o~'one communib,'s deveioprnent <br />with development of' neighboring communities. A ci~' or county that chooses <br />~o develop a communib,-based plan must cooperate with neighboring <br />governmental units. State planning progides assistance concerning the <br />development ofcommuni~'-based plans and on che use ofsta~e geographic <br />in[on-nation systems data and models for community-based planning. <br /> <br />D. Planning agency or commission duties' <br /> <br />The Municipal P!anning ,Act imposes several duties on the planning <br />commission: <br /> <br />· Prepara[ion and review of comprehensive plan. The agency must create <br /> the comprehensive ptan and coordinate planning activities with other city <br /> departments. <br /> <br />o Coordination with other units o[govemrnent. The agency must consider <br /> tl~e planning t~ctivities of adjacent unim or' government, and other ~f'fec~ed <br /> public :tgencies. <br /> <br /> Periodic review.
