CASE #: ~ <br /> <br /> PUBLIC HEARING <br /> REQUEST FOR A VARIANCE TO BUFFERYARD .. <br />REQUIREMENTS IN THE E-1 EMPLOYMENT DISTRICT; <br /> CASE OF TSM DEVELOPMENT, INC. <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />TSM Development has applied for subdivision and site plan review of a mini-storage facility to <br />be cons'tructed on Ramsey Blvd and Bunker Lake Blvd. The subject property is generally located <br />on Ramsey Blvd and Bunker Lake Bird, and is zoned E-1 Employment. Because the parcel is <br />adjacent to residentially-zoned properties, City Code requires a buffe~ard between the proposed <br />development and these adjacent properties. <br /> <br />Site location map <br />Site Plan for CNP Storage <br />Draft City Council work session minutes dated October 19, 2004 <br />Planning Commission meeting minutes dated August 5, 2004 <br />Proposed resolution to adopt findings of fact <br />Proposed resolution to approve the variance <br /> <br />Notification: <br /> <br />In accordance with State Statute, Staff notified property, owners within 350 feet of the subject <br />property o~' the request tbr variance and public hearing. <br /> <br />Observations: <br /> <br />Section 9.20.24 (E-i Employment District) requires a 60-foot bufferyard between parcels 'zoned <br />E-1 and parcels zoned R-1. The site plan for CNP storage is showing an adequate bufferyard <br />along its eastern boundary, but only a 30-foot bufferyard along its northern boundary. <br /> <br />At their October 19, 2004 worksession, the City Council discussed the CNP Storage site plan and <br />the preliminm7 plat for Regency Pond 4th Addition. Because of the unusual shape of the subject <br />propet~ty, it is difficult to locate buildings on the site and accommodate a 2dl bufferyard along the <br />northern boundary as required in the E-1 District. Staff would also note that mini-storage is a less <br />intensive use than could be constructed, on the site, such as manufacturing facilities or truck <br />terminals. The applicant has also committed to constructing an 8-foot privacy fence around the <br />pt:r/meter of' the parcel, including, the area where the applicant is deficient in the required buffer <br />yard cie pth. <br /> <br />17 <br /> <br /> <br />
