Ass~)ciate Planner Geisier advised the plat proposes to gain access through a private access off of <br />R. amsev Blvd. As was discussed at the July 1s~ and July 12th Piarming commission meetings, <br />staff received some initial comments from Anoka County that indicated the County would not <br />permit an,/additional access onto Ramsey Blvd. She noted yesterday staff received ~'ormai <br />c~)mments ~'rom the county restating the infbrmational comments received earlier that there will <br />be no :.~ddiriona[ access granted onto Ramsey Boulevard. Due to this City Staff is recommending <br />that i4,3~' Avenue be connected to Ramsey Boulevard. <br /> <br />Assist. ant Commtmity Development Director Trudgeon explained staff has been trying to discuss <br />:his with the county about the possibility of the single access, which makes more sense'to them <br />than constructin~ a whole new road through there. The county has not responded. The single <br />acces3 bein~ proposed would line up with ~.47~h Avenue and would make sense from a traffic <br />safety standpoint a new [48® Avenue access road would lead to more traffic entering Ramsey <br />~oulevard at that location t'or the mini storage units or the residential units to the east. <br />thinks r. here is some validity to looking at a single access, but has been unable to resolve it with <br />the county. [f the court2/will not allow the single access the City would have to provide some <br />access, which would be through 148rh Avenue. <br /> <br />Commissioner Van Scoy suggested [48rh Avenue be ~A block long and stubbed in from Ramsev <br />Boulevard, rather than going all the way into the residential neighborhood. <br /> <br />Assistant Community Development Director Trudgeon replied that is possible with the road <br />ending [n at cul-de-sac. <br /> <br />Chairoerson Nixt noted the preliminary plat contemplates access off of Ramsey Boulevard. He <br />inquired [f the approval cottld be made contingent on the appropriate approval by the county. <br /> <br />Assistant CommuniW Development Director Trudgeon explained if the access were to be granted <br />this plat would be fine. However, ii' the county will not allow a Single access staff needs to know <br />i.lf rig. ht-,o r'-,,vav should be required. The question is if the plat should be approved as it is with the <br />applicant to deal with the count,,,', or if the right-of-way should be dedicated all the way to <br />Ramsey Boulevard'.
