<br />ORDINANCE NO. <br />C!TY OF RAMS EY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDINANCE ADOPTING A COMPREHENSIVE STORM DRAINAGE POLICY <br />FOR THE C!TV <br /> <br />The Ramsey City Council ordains as follows: <br />Section 1. A plan entitled "Comprehensive Storm Drainage Plan <br />for the City of Ramsey, February, 1980", one copy of which is on file in <br />the office of the City Administrator, is hereby adopted and incorporated <br />. completely in this ordinance as if set out in full. <br />Section 2. Pursuant to Minnesota Statutes Chapter 444 the <br />Council shall from time to time by separate ordinance establish storm sewer <br />improvement districts to pay for the cost of needed storm sewer improvements. <br /> <br />Section 3. If the City determines that a proposed plat may <br /> <br />create immediate off-site storm water problems unless off-site storm drain- <br />age improvements are constructed, the City may refuse to ..approve the plat <br />until a storm drainage improvement district has been established and the <br />appropriate off-site sewer improvements have been funded and constructed. <br />Section 4. In lieu of paying a future charge pursuant to Section 2 <br />of this ordinance, subdividers may, before a final plat is signed, agreet to pay <br />to the City the storm drainage improvement charge established by City Council <br />resolution. The charge shall be based upon the number of total gross square <br />feet in the plat.. The Developer shall be given a credit for oversizing (see <br />page 35 of report) storm improvements in the plat. The charges collected shall <br />be deposited in a special storm drainage .improvement fund and shall only be <br />used to pay for storm drainage financing and improvements. <br /> <br />
