w~th~n t]~irty (30) days after receipt from the p]anning commission. If the city council denies the application, that action shall be the city's final administrative action on the appl.~cation. 3. If the city council approves the application, as a con- d~tion of that approval, the council may attach such conditions as it deems necessary, All development, construction and use shall be in accordance with the approved plan and conditions required by the city council. Any development not in accord with the approved plan and condit~0ns shall constitute a violation of this chapter. The conditions imposed shall be imposed only in order to protect the public health, safety, convenience and welfare or to avoid traffic congestion or hazard, or other dangers, or to promote conformity of a proposed use with the character of the adjoining property and rises, and the district as a whole, or to protect such character. 4. The term of a conditional use permit issued herein shall be'~ndefin~te and may be revoked only upon an affirmative show- ing that the site is not being used for the use originally authorized in the conditional use permit .issued and in accord with the conditions attached by the city council. In approving or disapproving the ap, plication, the city council shall adopt written findings detailing the reasons for its action. ] 70.016D STANDARDS FOR CONSIDERATION ; In making the determination of ~h-ether or not the conditional use is to be allowed, the city shall, consider the_ fo~llowing: .... u ~ - a. The nature of tb'~ la~d upon which the use is to be - b. The nature of the adjoining land or buildings; .- .. c. ~e proximity of a similar use; d. The e~fect upon traffic into and from the premises, or on any adjoining roads; e. The total number of similar uses within the city; f. ~etber or not the use will be dangerous or other2 wise detrimental to persons residing or working in the vicinity of the use, or to the public wel- fare, and whether or not it will substantially impair the use, enjo~ent or value of any property~. -.
