Staff anticipates MnDot will <br />require the two accesses on U.S. Highway #10 to be closed and right-of-access be dedicated to <br />the state. Municipal sewer and water facilities will service the site. <br /> <br />Associate Planner Wald stated the sketch plan is providing for an outlot along the northern <br />properties of outlot A and in the event that this is turned over to the City, they will be required to <br />have a twenty foot green space along the public road. <br /> <br />Chairperson Nixt asked where the green space would be required. <br /> <br />She stated that currently where the 38 parking stalls are along the rear of the building. <br /> <br />Chairperson Nixt stated they should take the parking out at this time. <br /> <br />Associate Planner Wald stated that staff is recommending this. She stated their proposed parking <br />is more than adequate. <br /> <br />Commissioner Kociscak asked if one of the Highway 10 accesses would be removed. <br /> <br />Associate Planner Wald stated she is anticipating MN/Dot will require both accesses to be <br />removed. <br /> <br />Chairperson Nixt stated his main concern is that there should be adequate drainage and asked <br />where the ponding would occur. <br /> <br />City Engineer Jankowski stated there could be a temporary drainage pond on site two. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer, to recommend that the City <br />Council approve the proposed site plan for Plants and Things contingent upon compliance with <br />City Staff review letter dated September 27, 2002, and continent upon the applicant providing an <br />alternative temporary drainage pond that is acceptable to staff as well as contingent on approval <br />of interim use permit for dual use and modifying the site plan to eliminate the thirty-eight <br />parking spots to the north of the building. <br /> <br />Further discussion: Mr. John White, representing Mr. and Mrs. Hickman requested that until <br />they dedicate the land for a future street that they leave the parking there because they would like <br />to be able to use that at this time and do not see it as an issue until they have to dedicate the land. <br /> <br />Chairperson Nixt stated it is a recommendation and Mr. White should make this request to the <br />City Council. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Kociscak, and Reeve. <br />Voting No: None.
