Principal Planner Trudgeon stated the language would exclude aluminum and vinyl, which are <br />considered maintenance free but raise concerns about aesthetic issues since that material contains <br /> <br />seams. <br /> <br />Commissioner Reeve stated there are new materials that are seamless and he wondered what the <br />rationale was for the proposed language. <br /> <br />Commissioner Johnson stated he would like to open the floor to receive public comment. <br /> <br />Chairperson Nixt stated he likes the look of the proposed development but wants to assure the <br />ordinance draft is written to cover everything. <br /> <br />Kevin McGee, Allstate Development, offered to answer questions. <br /> <br />Commissioner Johnson asked if he looked at the proposed ordinance. <br /> <br />Mr. McGee stated he did. He stated the height is now at 35 feet maximum and he is not <br />interested in a three-story building. However, the parking garage end of the building will be <br />three stories. <br /> <br />Principal Planner Trudgeon stated the measurement is now taken from the average ground level <br />to average gable, not at the peak of the gable. <br /> <br />Mr. McGee stated that with enough units to justify the underground parking and elevator, they <br />are required to provide 60% greenspace with this design. But if he had a 1 O-unit building with <br />tuckunder 2-car garages and parking in front, it would require 40% greenspace and it is mostly <br />blacktop. He stated this ordinance would eliminate a lot of blacktop and parking inside which is <br />not necessary with a two-car garage for every unit. <br /> <br />Commissioner Johnson asked if this ordinance accommodates Mr. McGee's structure. <br /> <br />Mr. McGee answered in the affirmative. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that <br />City Council adopt the proposed ordinance to amend the maximum number of permitted units <br />per building in R-2 Residential District. <br /> <br />Further discussion: Chairperson Nixt requested staff draft language that is more definitive such <br />as: "comprised of" followed by a list of building materials that are acceptable or other equivalent <br />materials. He stated his preference to use inclusion instead of exclusion language. Mr. McGee <br />suggested language to exclude the materials of vinyl and masonite. He agreed that larger sections <br />of vinyl sided wall show imperfections. He stated they prefer hardiplank with some percentage <br />of stucco or stone.
