Mr. Schelkoph stated he was paid by the County for some lowland property but he does not want
to have to pay for a drainage fee since his property already drains everyone's property.

City Engineer Jankowski stated the per unit fee is $375. He explained that Mr. Schelkoph is
located on a currently landlocked wetland and the City has acquired money in the past to acquire
easement for an outlet to County Ditch #3 and will spend additional money to reditch this
wetland so that is the direct benefit of where this money would be spent. He stated the ditch is a
little north of this property and the outlet would go to the north.

Chairperson Nixt stated the fees would be used in the future to improve this property.

Chairperson Nixt noted that a variance has already been granted on this property. He stated he
understands the applicant's frustration but he would not consider relief of the fee under these
circumstances.

Motion by Commissioner Johnson, seconded by Commissioner Reeve, to approve the sketch
plan contingent on compliance with City Staff Review Letter dated November 1, 2002 and
recommend that the developer proceed to the final plat stage.

Further discussion: Commissioner Reeve asked if any comment had been received from Anoka
County. Community Development Intern Geisler indicated none had been received.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeve, Brauer,
Kociscak, and Watson. Voting No: None. Absent: None.

Commissioner Johnson asked if the City has an informational packet for applicants.

Community Development Director Frolik stated that an applicant packet is available and usually
staff reviews the process and City costs with the applicant.

Commissioner Johnson suggested it be revised to include a list of the standard fees.

Case #4:

Request for Preliminary Plat Approval of Wildlife Sanctuary 3fa; Case of
Oakwood Land Development

Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:49 p.m. in
order to call the public hearing to order.

Public Hearing

Chairperson Nixt called the public hearing to order at 7:49 p.m.

Presentation

Planning Commission/November 7, 2002
