CC Regular Session <br />Meeting Date: 06/27/2017 <br />By: Jeff Katers, Police <br />Information <br />Title <br />Award Contract for a Towing Vendor for the City of Ramsey <br />4. 5. <br />Purpose/Background: <br />The City of Ramsey has a two-year contract for towing services with NorthStar Towing that will expire June 30, <br />2017. Staff s requesting authorization to enter into a new three-year contract for towing services with NorthStar <br />Towing for the City of Ramsey. This contract would run through June 30, 2020. <br />Notices were published in the Anoka County Union and a Request for Proposal (RFP) was released on May 24, <br />2017. The deadline for proposals was June 13, 2017, at 4:30 p.m. The RFP was modified from previous years <br />based on discussions with council at work sessions. <br />Staff was aware of four towing companies that provided proposals for service in past years. City Wide Services, <br />First Choice Towing, NorthStar Towing, and Collins Brothers Towing) were all mailed requests for proposals <br />during the release date. Staff received two proposals in response to the RFP. The proposals are not attached to the <br />case as they contain proprietary information and information on towing personnel. A summary sheet has been <br />added to this case that shows the various charges for services as requested in the RFP. <br />Notification: <br />A Letter will be mailed to the company not selected. Staff will contact the selected company and present a contract <br />for services. <br />Funding Source: <br />Police, Fire and Public Works vehicles will be towed at a flat rate of $25. Seized vehicles will be at a rate <br />determined in the towing contract. Tows that occur due to arrest, accident, motorist aid or other police matter will be <br />paid by the owner/driver of the vehicle at the rate determined in the contract. <br />Recommendation: <br />Staff is recommending entering into a contract with NorthStar Towing for three years. NorthStar had the overall <br />lowest prices and met all the conditions of the RFP. Staff is familiar with the equipment, capabilities, and public <br />safety towing experience of both companies that provided proposals. Both companies have been long time <br />providers of public safety towing with other municipalities and state agencies.
