A. SCOPE: we need to decide what the scope of "working with a developer(s)" means. <br />Staff believes it's important to define our scope. Without a clear scope, it will be challenging to obtain <br />quality proposals from the development community, for the City to compare/ discuss proposals, and to <br />determine if a developer is meeting the City of Ramsey's goals/ expectations. <br />Listed below are some examples of scope alternatives. These are brief/ preliminary alternatives, to help <br />kick-off discussion. These alternatives could be broken down into 2-4 sub -sections, based on land uses (i.e. <br />retail land, office, apartments, etc.). Breaking down the approach may match up with developers' individual <br />strengths/ interests. <br />EXAMPLE SCOPING ALTERNATIVES: <br />1. Sell land to a developer. <br />Attempt to expeditiously sell all City -owned land in The COR as soon as reasonably <br />possible. Could auction, create a listing, and/or establish a minimum price (i.e. we need to <br />get at least X amount....), or we could give the land away to provide an incentive to move <br />the market. Staff could work with professionals to create a marketing package(s) to aid this <br />effort. This would look like a RFP process. <br />2. Partner with a developer. <br />Attempt to enter into a partnership with a developer. The developer doesn't own land or <br />pay property taxes —the city retains land. However, the developer has the latitude to sell/ <br />negotiate land transactions and earn a commissions and/or developer incentives on <br />projects. This could look like an option agreement and/or a hybrid broker agreement for <br />example. <br />3. Retain a developer. <br />Retain a developer (i.e. their staff) to act as an advisor/ consultant to the City of Ramsey. <br />This would be a contract for professional services. Staff is not aware of real -world examples <br />of this relationship in practice. However, it may be worth exploring if desired. <br />4. Relationships w/developers. <br />Direct city staff to more proactively establish and maintain relationships with developers <br />(more than what we are doing now). In this method, staff would continuously pitch <br />projects/ suggest projects for developers to consider in Ramsey, and pro -actively push the <br />vision of The COR. Staff could create targeted marketing packages for different initiatives <br />(i.e. restaurants, medical, office, traditional business park, multi -family, large and small <br />retail, etc.). Staff would send out materials, set up individual meetings, follow up on leads, <br />and attend more networking/ training events. This process would likely take the least <br />amount of time (compared to a RFP). <br />Page 3 of 5 <br />
