CASE # <br /> <br /> REQUEST FOR A VARIANCE TO LOT AREA REQUIREMENTS; <br />CASE OF ANOKA COUNTY COMMUNITY ACTION PROGRAM (ACCAP) <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />As you know, ACCAP is in the process of developing property located west of St. Francis Blvd. <br />and south and east of Sunwood Drive. The plat will accommodate development of a multiple <br />family rental housing project that will consist of 30 townhomes and 2 single family homes. <br />Since the units are for-rent'and under one ownership, they will all be located on one lot. The R-3 <br />Urban Residential District of City Code establishes minimum lot areas based on the types of <br />units. Literal interpretation of the minimum requirements for a mix of townhomes and single <br />family homes results in a required total lot area of 201,600 square feet. The size of the proposed <br />lot is 182,952 square feet, which is an 18,648 square foot deficiency in required lot area. <br />Consequently, Mr. Jeff Johs0nson has requested a variance to the lot area requirements. The <br />following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed plat <br />c) Proposed site plan <br />d) Proposed Findings of Fact <br />e) Proposed Variance <br /> <br />Notification: <br /> <br />State Statute requires notification of the request and public hearing to owners of property within <br />350 feet of the subject property. Staff attempted to notify all owners of property within 700 feet <br />of the subject property of the request for variance and public hearing date. <br /> <br />Observations: <br /> <br />In 2000, the City of Ramsey constructed a public street improvement project to extend Sunwood <br />Drive N.W. from C.S.A.H. #5 to T.H. #47. This project severed the ACCAP property and in <br />doing so 1-2 acres of developable ground ended up on the west side of Sunwood Drive and was <br />utilized for wetland mitigation. If that 1-2 acres of developable area was not severed from the <br />rest of the developable property, the size of Lot 1 would exceed the 201,600 square foot <br />requirement by at least 24, 912 square feet. <br /> <br />Recommendation: <br /> <br />City Staff is recommending approval of the variance. <br /> <br />I <br /> <br /> <br />
