the case of a pond, it would not be unusual to find a slope greater than 12°I leading to a water body <br />at the bottom. <br /> <br />The U.S. Army Corps of Engineer (USACOE) had established standards associated with the <br />construction of ponds, which require maximum slopes entering such water bodies to be no steeper <br />than five feet horizontal to one foot vertical. <br /> <br />The applicant is requesting that City standards for maximum slope leading into the pond be <br />consistent with USACOE standard for this same criterion. <br /> <br />Two issues should be noticed with the proposed grading plan. First, the backslope of the grade to <br />the waterline requires grading over the property line of the adjacent property located at 8780 181 ~t <br />Avenue NW. Written permission from this property should be required or the plan must be revised <br />to remove the backslope enroachment. <br /> <br />Secondly, the proposed removal of the berm adjacent to County Ditch 51 is proposed to come <br />within five feet of the ditch at the southwestern edge of the property. The ditch should be <br />safeguarded from erosion, and accidental enroachment by machinery through the installation of <br />wire reinforced silt fence. <br /> <br />Recommendation: <br /> <br />Staff is recommending approval of the variance request that the restored slope of the grade entering <br />the constructed pond be no steeper than five feet horizontal to one foot verticle consistant with U.S. <br />Army Corps of Engineers guidelines for slopes entering water bodies with the following <br />conditions: <br /> <br />1) That ail grading be consistent with the one sheet plan prepared for Ramsey Organic by RFC <br /> Engineering Inc. and dated January 10, 2002, herein after known as Exhibit A. <br /> <br />2) <br /> <br />That the applicant obtain and submit to the City written permission from the property owner <br />located at 8780 181~t Avenue NW consenting to the grading for a distance of 35 feet north of <br />that properties south property line where it is adjacent to the proposed excavation. <br /> <br />3) That wire reinforced silt fence be placed on the north side of County Ditch 51 in those areas <br /> when berm removal is specified on Exhibit A. <br /> <br />Board Action: <br /> <br />Motion to adopt Resolution #02-02- adopting Findings of Fact _ <br />request for a variance from the maximum slope grades. <br /> <br />-and- <br /> <br />relating to John Enstrom's <br /> <br /> <br />
