She stated that this bond sale occurred this morning and there was also a cost savings <br /> on this item reducing the original request from$1,235,000 to $1,205,000. <br /> Ms. Kvilvang stated that there were three bidders on the sale this morning and recommended the <br /> lowest bidder which has a true interest value of 1.95 percent. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Riley, to Adopt Resolution <br /> #15-05-130 Approving Sale of$1,205,000 GO Street Reconstruction Bonds, Series 2015B, and <br /> Levying a Tax for the Payment Thereof <br /> Further discussion: Councilmember Riley stated that while the City is using this funding method <br /> for these projects, he would like to see the City find a way to wean themselves off this type of <br /> debt. Mayor Strommen stated that the Council has spent a great deal of time discussing the street <br /> maintenance and funding and while this was agreed upon in order to move forward, another <br /> method of funding may be determined in the future. Councilmember Riley stated that he would <br /> be in agreement with funding one-time improvements, such as the fire station, through bonding, <br /> but would like to see annual items funded in another manner. Councilmember LeTourneau <br /> stated that the City has made great progress in developing and moving forward on this street <br /> maintenance schedule but agreed that he would support finding a sustainable funding source for <br /> this type of improvement. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Riley, Johns, <br /> LeTourneau, Shryock, and Williams. Voting No: None. <br /> 7.06: Adopt Ordinance #15-11 Amending the Ramsey City Code Chapter 6, Section 6-34 <br /> Hours and Days of Sale, Subd. (c) Intoxicating Liquor; Sunday Sales; On Sale <br /> City Clerk Thieling reviewed the staff report and recommendation to adopt Ordinance #15-11 to <br /> amend the hours of Sunday sales for on-sale liquor establishments. It was noted this ordinance <br /> received first reading at the May 12, 2015, Council meeting and is now being introduced for <br /> formal adoption. <br /> Councilmember LeTourneau stated that he did receive feedback in favor of the amendment from <br /> a local business owner, which he appreciated. <br /> Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to Waive the City <br /> Charter requirement of reading the Ordinance aloud and Adopt Ordinance #15-11 Amending the <br /> City's Code Chapter 6, Section 6-34, Subd.
