CASE # 7
DISCUSS 50% CITY CONTRIBUTION ON STREET PAVING PROJECTS
By: Steven J Jankowski. City Engineer
Background:
At the July 20, 2004 Public Works Committee meeting the Committee recommended
offering a City participation of 50% funding of the cost of.paving Welcome's Road
(segments which include 163rd Lane, Uranimite Street, 164`h Lane, Sapphire Street and
1641h Avenue). At this same meeting the Committee also recommended similar City
participation on a project which would facilitate the paving of aSt. Francis Boulevard
frontage road project which would also facilitate a TH 47 trail. Staff has received
inquiries from other individuals who expressed interest in paving their dirt streets. At
this point the 50% participation has only been, recommended for these two projects,
however, there may be the perception that this has become a City policy. Staff would
like to receive clarification on the Council and Committee's intent.
Attached to this case is an inventory of the remaining dirt roadways in the City. This
inventory has been separated into two categories. Streets which could reasonably be
paved have been listed along with approximate paving costs estimated at $50 per foot.
The second tisting consists of those streets which are unlikely to be paved for any number
of reasons. If the City were to adopt a policy of contributing 50% of the project cost, the
City would be assuming a financial responsibility of roughly $470,000. The Committee
may wish to consider some conditions or restrictions for this participation, such as
limiting the amount of money available in any fiscal year.
Action:
Based upon discussion.
Reviewed By:
Public Works Director/Fire Chief
Assistant Public Works Director/Principal Engineer
P W : 10/1. 9/04
