PUBLIC HEARINGS/COMMISSION BUSINESS <br />QM4 Case #1: Request for Sketch Plan Review of TSM Development; Case of TSM <br />Development, Inc. <br />Case #2: Request for Site Plan Review of CNP Storage; Case of TSM Development, <br />Inc. <br />Associate Planner Geisler stated that the City received an application from TSM Development, <br />Inc. for a minor subdivision sketch plan as part of their plan to construct a mini -storage facility <br />on the property generally located on Ramsey Boulevard and Bunker Lake Boulevard. She <br />indicated the sketch plan proposes to replat Outlot A of Regency Pond into one buildable lot. She <br />noted the Planning Commission reviewed the sketch plan at the July 1, 2004 meeting and tabled <br />the site plan to July 12, 2004 in order to provide time for staff and the developer. to receive <br />comments from Anoka County. - <br />Associate Planner Geisler advised that Outlot A of Regency Pond is 4.8 acres and TSM <br />Development, Inc. is proposing to construct a 19,440-, 13,600-, 10,200-, and a 15,600-square- <br />foot storage building on Outlot A of Regency Pond. The proposed development is located in the <br />E-1 Employment District; mini -storage facilities are a permitted use in this district. She noted <br />that the grading, drainage, and utility plans are being reviewed as part of the CNP Storage site <br />plan and all drainage ponds shown on the site must be dedicated as drainage and utility <br />easements on the final plat. <br />Associate Planner Geisler indicated the plat proposes to gain access through an individual access <br />off of Ramsey Boulevard. However, as was discussed at the July 1st meeting, staff received some <br />initial comments from Anoka County that indicated the County would not permit any additional <br />access onto Ramsey Boulevard. She stated that because the issue of how the site will gain street <br />access is so critical to overall site design, in addition to outstanding drainage issues, staff is <br />recommending the sketch plan be tabled until site access details are resolved with Anoka County. <br />She noted that at the July 1, 2004 Planning Commission meeting, the applicant indicated a desire <br />for the Planning Commission to take action on the sketch plan. <br />Associate Planner Geisler stated the site plan is meeting or exceeding the required setbacks. The <br />development is proposing to construct a total of 58,840 square feet on a 4.8-acre parcel and lot <br />coverage has been calculated at 28%, which is under the 45% maximum lot coverage restriction <br />established in City Code. <br />Associate Planner Geisler indicated that the landscaping plan has been revised to include <br />additional shrubs in the bufferyard to the east; however additional revisions will be needed based <br />on the final design of site access. She noted that at the July 1st meeting the Planning Commission <br />recommended a privacy fence between the proposed development and the residential properties <br />to the south., east, and north; the site plan will need to be revised to include this information. <br />Planning Commission/July 12, 2004 <br />Page 2 of 16 <br />
