CASE # <br />CONSIDER GRANT APPLICATION FOR REMEDIATION OF <br />CONTAMINATION AT THE ST. ANTHONY GUN CLUB <br />By: Steven J. Jankowski, City Engineer <br />Background: <br />The St. Anthony Gun Club has been used as a target practice range for shooting clay <br />pigeons for almost 50 years. The changing land uses within the City suggest an <br />opportunity for residential redevelopment, particularly if sewer and water services are <br />made available. Redevelopment of this site is constrained by contamination from two <br />sources relating to the shooting range. The first area is the "target fallout area" and is a <br />thick lens of broken clay targets. Because these targets have a petrochemical binder, the <br />accumulation in the area is affected by elevated concentrations of poly -nuclear aromatic <br />hydrocarbons (PAHs). The second area of contamination is the "shot fallout area" and is <br />impacted by accumulated lead shot. <br />Wenk Associates Inc. has prepared a grant application to both the Minnesota Department <br />of Employment and Economic Development (DEED) and the Metropolitan Council for <br />funding to remediate the contamination. The estimated cost of the rehabilitation is <br />$633,732 for the removal of the contaminants plus $16,343 is anticipated for groundwater <br />testing to obtain a Certificate of Completion showing that there is no groundwater <br />contamination on the site. The total cost of the work is $650,075. The grant available <br />from DEED can cover up to 75% of the eligible costs. Metropolitan Council has a <br />program which can provide one half of the local matching funds. Oakwood Land <br />Development, which has an interest in the redevelopment of this parcel of land, has <br />indicated that it was willing to cover the remaining portion of the local share. Thus a <br />summary of the proposed funding is as follows: <br />DEED grant $487,557 <br />Metropolitan Council grant $81,259 <br />Oakwood Land Development $81,259 <br />TOTAL $650,075 <br />The City is being asked to serve as a pass through agency for these grants. Attached is <br />background information on the grant program. <br />Recommendation: <br />Staff recommends that the City Council authorize the application of grants for the <br />environmental cleanup of the St Anthony Gun Club from the Minnesota Department of <br />
