EY04-05 <br />SITE VALUATION: ASSESSMENT OR APPRAISAL <br />30. If you are applying for cleanup grant funds you may submit either assessed value <br />information or an appraisal. If you are applying for a revolving loan, you must submit an <br />appraisal and may not submit assessor's information in place of an appraisal. <br />The Appraisal must be completed by a qualified independent appraiser licensed under <br />chapter 82B using accepted appraisal methodology and must include: a) The current market <br />value (pre -cleanup) of the property, separately taking into account the effect of the <br />contaminants on the market value. This value should include both the value of the land and, <br />if applicable, any buildings on the Site; and, b) the value of the site after cleanup but before <br />development (pre -construction). (Note: If you are applying for loan funds the appraisal <br />must also show the value of the property (land and buildings) after development.) <br />An Assessment may be used in place of an appraisal for cleanup grant purposes, but an <br />assessed value may not replace an appraisal if you are applying for loan funds. The <br />assessment must include a) the assessors estimated market value of the property for the <br />latest taxable year shown on the most recent valuation notice used under section 273.12; and <br />b) the projected assessed market value of the site after cleanup but before site development. <br />FINANCIAL INFORMATION AND ALTERNATIVE FINANCING <br />31.
