2.03: Strategic Plan Update <br />City Administrator Ulrich presented the new Strategic Plan format that uses “traffic light <br />indicators” to show where each of the 73 work plan tasks are in the process. This new format <br />shows, at a quick glance, whether an item is inactive (red), in process (yellow), or completed <br />(green). He stated the goal is to get all tasks to green (completed) and an update will be given <br />periodically to the Council. City Administrator Ulrich described tasks that have been completed. <br />Councilmember Riley requested a report this spring relating to the number of incidents and <br />average hours involved referring to snow plow activities. <br />City Administrator Ulrich explained that a presentation will be made at the Council meeting <br />relating to level of service and cost to improve that level. <br />Councilmember Riley asked about the Fire Fighters Joint Powers Agreement, noting the Council <br />has not received an update on that issue for a while. <br />City Administrator Ulrich stated staff will draft a resolution for authorization of the expenditures, <br />which is part of the budget so it is not an unexpected cost. He explained there will be a <br />resolution from each of the cities. <br />City Administrator Ulrich advised that Task 43, design/select the new playground equipment for <br />Elmcrest Park, will be changed to yellow as it has not yet been completed. <br />Councilmember Riley stated it was beneficial to present this information before the Boards and <br />Commissions and gain their input. <br />Mayor Strommen agreed and suggested that review occur once each year so progress can be <br />reported and to show how the Strategic Plan is being implemented. <br />City Administrator Ulrich continued review of each Strategic Plan task and status, noting the <br />City is making progress. <br />Mayor Strommen stated Economic Development Tactic 7 includes a lot of items but the outcome <br />metrics does not define all of the items, including business visits. <br />City Administrator Ulrich stated staff will revise Tactic 7 to separate some of the items and add <br />outcome metrics. <br />Councilmember Riley stated he would like a staff report on morale, workload, effectiveness, and <br />burnout of City staff.
