Absent: Board Member Brauer. <br /> <br />PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to Lot Area Requirements; Case of Anoka County <br />Community Action Program (ACCAP) <br /> <br />Chairperson Nixt closed the regular portion of the Board of Adjustment meeting at 7:03 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:03 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that ACCAP is in the process of developing <br />property located west of St. Francis Blvd. and south and east of Sunwood Drive. The plat will <br />accommodate development of a multiple family rental housing project that will consist of 30 <br />townhomes and 2 single family homes. Since the units are for-rent and under one ownership, <br />they will all be located on one lot. The R-3 Urban Residential District of City Code establishes <br />minimum lot areas based on the types of units. She explained literal interpretation of the <br />minimum requirements for a mix of townhomes and single family homes results in a required <br />total lot area of 201,600 square feet. The size of the proposed lot is 182,952 square feet, which is <br />an 18,648 square foot deficiency in required lot area. Consequently, Mr. Jeff Johnson has <br />requested a variance to the lot area requirements. In 2000, the City of Ramsey constructed a <br />public street improvement project to extend Sunwood Drive N.W. from C.S.A.H. #5 to T.H. #47. <br />This project severed the ACCAP property and in doing so 1-2 acres of developable ground ended <br />up on the west side of Sunwood Drive and was utilized for wetland mitigation. If that 1-2 acres <br />of developable area was not severed from the rest of the developable property, the size of Lot 1 <br />would exceed the 201,600 square foot requirement by at least 24, 912 square feet. City Staff is <br />recommending approval of the variance.
