He added he feels what this board is currently doing could be passed on to another board <br />and or commission. <br />City Planner Anderson stated his take home message from the meeting was this board serves a <br />purpose. <br />Board Member Lewis stated he didn't have a resolution from the work session but the Board here <br />needs to decide what the resolution of purpose for the Board is. He added it is unfortunate all of <br />the Board Members are not here tonight to discuss solutions for going forward. <br />City Planner Anderson stated he understands the Board is seeking direction but the direction <br />cannot come from staff. He asked if the Board would like to table this discussion to a future time <br />when more members were present. <br />Board Member Lewis stated he is not looking for staff or the city for clarity. He is looking to other <br />board members for clarity. After obtaining clarity from other board members, a representative <br />from this board can go to the City Council and present the plan on going forward. <br />Councilmember LeTourneau reiterated Board Members Valentine's and Lewis's concerns and <br />stated it is in the bylaws but the group needs to have a new definition of the mission of the group <br />and make the mission evolve. The mission needs to have a clear statement of purpose and vision <br />statement as well as making it concurrent with the work plan. He stated the City Council supports <br />the Commission from a validating perspective but wants the Board to be more self -directed. <br />Board Member Hiatt stated one point is that if this group is not environmentally conscientious than <br />what group will be. He is looking at this though an environmental lens and he has learned to be a <br />body of education. He stated the articles in the newsletter and the expo have been good tools. He <br />stated the name Environmental Policy board is not current because this body doesn't establish <br />policies. Hestated he agrees with Commissioner Lewis's concerns regarding someone else taking <br />up these issues but he doesn't know who would pick this up. He stated in the future we can work <br />proactively with the Lower Rum River Water Management Organization. <br />City Planner Anderson stated he understands and he stated this issue can be pushed to the <br />November meeting and if the Board would like. <br />Board Member Lewis stated it would be wise to have a single agenda with hopes of having a higher <br />attendance at this meeting. Members can email ideas for the agenda to City Planner Anderson and <br />he is open. <br />Board Member Valentine stated the Board could provide some framework with a couple of <br />activities with that being the educational piece and the other would be with water <br />resources/conservation. Are there things with ground water or the watershed that we are not <br />dealing with now. There is certainly enough to keep the Board busy for a while. He stated there <br />is a lot of work that doesn't require deep thought. <br />Board Member Valentine stated this is an opportunity to develop policy framework for water <br />issues going forward.
