PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to the Density and Minimum Lot Size Restriction in <br />the R-1 Residential District of the Central Rural Reserve Area; Case of <br />Michael Schelkopf <br /> <br />Chairperson Nixt closed the regular portion of the Board of Adjustment meeting at 7:08 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:08 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that Mr. Michael Schelkopf resides at 7021 <br />153rd Avenue N.W. Mr. Schelkopf's property is in the Central Rural Reserve Area for which <br />there is a density restriction of 4 units in 40 acres, which prorates down to 1 unit per 10 acres. In <br />addition, the minimum lot size in Mr. Schelkopf's area is 10 acres. Due to Mr. Schelkopf's <br />health conditions, he finds it necessary to make plans to convert to one-level living. He would <br />like to build this new one-level retirement home on his homestead in Ramsey and a lot split <br />would be necessary to do so. Mr. Schelkopf's parcel is 4.7 acres in size. He is requesting a <br />variance to the 4 in 40 density restriction and the 10 acre lot size requirement in order to split his <br />property into two lots: 2.6 acres and 2.1 acres. The Comprehensive Plan states that a majority of <br />the parcels in the Central Rural Reserve Area range in size from 1 to 2.5 acres in size. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Chairperson Nixt, seconded by Board Member Reeve, to close the public hearing. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Board Members Reeve, Johnson, Kociscak and <br />Watson. Voting No: None. Absent: Board Member Brauer. <br /> <br />The public hearing closed at 7:10 p.m. <br /> <br />Board ,Business <br /> <br />Chairperson Nixt called the Board of Adjustment meeting back to order at 7:10 p.m. <br /> <br />Chairperson Nixt asked Ms. Frolik to give them some background information and where it was <br />going to ingress and egress. <br /> <br />Ms. Frolik stated the lot and home would be constructed west of the existing homestead, nearer <br />Ramsey Blvd., and would derive access from 153rd Avenue. <br /> <br />Board of Adjustment/August 29, 2002 <br /> Page 2 of 6 <br /> <br /> <br />
