<br />Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #17-07-160 <br /> <br />A RESOLUTION IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN <br />AMENDMENT, CONTINGENT UPON METROPOLITAN COUNCIL APPROVAL, TO <br />CHANGE A LAND USE DESIGNATION ON THE PROPOSED PLAT OF ESTATES OF <br />ND <br />SILVER OAKS 2 ADDITION FROM RURAL DEVELOPING TO LOW DENSITY <br />RESIDENTIAL, AND AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO <br />THE METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE <br />PLAN <br /> <br /> WHEREAS, <br />Royal Oaks Realty, hereinafter referred to as “Applicant”, properly applied to the <br />City of Ramsey (the “City”) requesting an amendment to the Comprehensive Plan to change the future <br />land use designation from Rural Developing to Low Density Residential for the following legally <br />described property: <br /> <br />That part of the north half of the Northeast Quarter lying easterly of the east right of way line <br />of Trunk Highway No. 47 described as follows; Commencing at the intersection with the <br />north line of said Northeast Quarter and the center line of Trunk Highway No. 47 thence south <br />3 degrees 05 minutes east 540.55 feet thence south 01 degrees 52 minutes east along said <br />center line 602.85 feet to the point of beginning of land to be described thence continue along <br />said center line on a tangent curve to the left whose radius is 1038.81 feet 93.85 feet, thence <br />south 85 degrees 12 minutes 47 seconds east 273.55 feet, thence south 20 degrees 12 minutes <br />47 seconds east to the intersection with the south line of the north half of the Northeast <br />Quarter, thence east along said south line to the intersection with the southwest corner of Lot <br />nd <br />1, Block 4 Barthel’s Rum River Acres 2 Addition thence north along the west line of said <br />Lot 1, Block 4 360.10 feet thence north 85 degrees 38 minutes 25 seconds west 894.39 feet <br />to the center line of said Trunk Highway No. 47 thence south along said center line to the <br />point of beginning except the following described tract: Commencing at the southwest corner <br />nd <br />of Lot 1, Block 4 Barthel’s Rum River Acres 2 Addition thence north along the west line of <br />said Lot 157.48 feet, thence north 85 degrees 38 minutes 25 seconds west 200 feet thence <br />south 0 degrees 19 minutes west to south line of said north half, thence easterly along said <br />south line to point of beginning, all in Section 14, Township 32, Range 25, Anoka County, <br />Minnesota, except road, subject to easement of record. <br /> <br />(The Subject Property) <br /> <br />AND WHEREAS, <br /> the Comprehensive Plan approved in 2010 shows the Subject Property <br />designated land use as Rural Developing; and <br /> <br />WHEREAS, <br /> the Applicant is requesting that the designated land use of the Subject Property <br />be changed to Low Density Residential; and <br /> <br />WHEREAS, <br /> the Ramsey Planning Commission met on July 6, 2017, conducted a public <br />hearing, and recommended that the Ramsey City Council approve/deny the Applicant’s request for an <br />amendment to the Comprehensive Plan. <br /> <br /> <br />
