lour 1111.1siion: To work together to reiposibty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session <br />Meeting Date: 06/13/2017 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />Information <br />7. 1. <br />Title: <br />Consider Adoption of Resolution #17-06-127129 Approving Preliminary Plat for COR Stonebrook Academy <br />(Project #17-101); Case of Michael and Kristen Johnson <br />Purpose/Background: <br />The City has received an application for Preliminary Plat for StoneBrook Academy, a proposed approximately <br />9,100 square foot building for a new child care center to be located west of Sunwood Village between Sunwood <br />Drive and Veterans Drive. <br />Notification: <br />City Staff attempted to notify all property owners within 700 feet of the Subject Property of the request via U.S. <br />mail and published a notice of public hearing in the Anoka Union Herald, the City's official newspaper. <br />Observations/Alternatives: <br />The proposed project appears consistent with the Zoning and Future Land Use maps. <br />The Preliminary Plat appears to meet the minimum bulk standards for the COR 2 sub -district. The Plat shows the <br />creation of one (1) commercial lot and two (2) outlots to be developed at a later time. The one (1) commercial lot <br />meets the bulk standards for the COR2 subdistrict for lot width and lot depth. Any necessary revisions are outlined <br />in the Staff Review Letter. <br />The intent of the project is to construct an approximately 9,100 square foot daycare facility with an auxiliary <br />playground space of approximately 2,300 square feet, all of which is located on the proposed 36,925 square foot <br />proposed parcel. Staff believes this proposed use will be an asset to the City and especially for The COR. <br />The Environmental Policy Board (EPB) reviewed the proposed Preliminary Plat at its meeting on May 15, 2017 <br />and recommended approval of the preliminary plat with corrections as noted in the Staff Review Letter. <br />Alternatives <br />Alternative 1: Adopt Resolution #17-06-129 approving the Preliminary Plat request as recommended by the <br />Planning Commission (see below). The proposed project appears to comply with the bulk standards of The COR <br />Design Framework and the proposed use would be an asset to the COR development as well as the City of Ramsey. <br />Planning Commission and Staff are supportive of this alternative contingent upon compliance with the Staff Review <br />Letter. <br />Alternative 2: Approve the project as currently presented (without Staff and Planning Commission <br />recommendations). Note - it appears that the Developer is willing to make the recommended changes. Staff has <br />instructed the Developer to wait to make any further revisions until the Planning Commission recommendation is <br />confirmed/not confirmed by the City Council. <br />Alternative 2: Do not adopt Resolution #17-06-129 that would approve the Preliminary Plat as requested.
