Record of Decision — Riverstone Addition Environmental Assessment Worksheet <br />Minnesota Pollution Control Agency <br />Low Impact Design <br />The MPCA advocates the use of Low Impact Design (LID) practices to aid in the minimization of <br />stormwater impacts. LID is a stormwater management approach and site -design technique that <br />emphasizes water infiltration, values water as a resource, and promotes use of natural systems to treat <br />water runoff. Several examples LID practices are listed in the comment letter. LID concepts may be <br />found at www.pca.statc.mn.us/watcr/stormwatcr/stormwatcr-manual.html. Links to other LID resources <br />are located at www.pca.statc.mn.us/watcr/stormwatcr-manacmcnt-low-impact-devclopmcnt-and-accn- <br />infrastructurc. <br />Response <br />Comment noted. <br />Minnesota Historic Preservation Office <br />Historic Properties <br />We conclude that there are no properties listed In the National or State Registers of Historic Places, and <br />no known or suspected archaeological properties in the area that will be affected by this project. <br />Response <br />Comment noted. <br />Metropolitan Council <br />Permits and Approvals <br />When the project proposer makes application to the MPCA for a permit to construct sanitary sewer, a <br />copy of the plans, design data, and project location map will need to be submitted to the Metropolitan <br />Council. <br />Table 3 of the EAW shows that a Comprehensive Plan Amendment has been submitted for the <br />Riverstone project. This should be amended to state "to be applied for" because, as of May 22, 2017, no <br />amendment for this development had been submitted to the Metropolitan Council. <br />Response <br />City of Ramsey staff have been in communication with Metropolitan Council staff and recently <br />submitted an Administrative Comprehensive Plan Amendment to the Metropolitan Council. <br />Water Resources <br />Metropolitan Council staff encourages the City and Watershed to work with the project proposer to <br />restore wetland habitat within degraded wetlands so the wetlands and their buffers become an amenity <br />for the development. <br />Response <br />Comment noted. <br />4 <br />
