lour 1111.1siion: To work together to reiposihty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 2. <br />Meeting Date: 07/11/2017 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title: <br />Report on Yard Waste Disposal Options <br />Purpose/Background: <br />During Citizen Input at the June 23, 2017 City Council meeting, a concern was raised regarding options for <br />disposal of yard waste in Anoka County. The purpose of this report is to simply outline what current opportunities <br />exist for residents of Ramsey. <br />Contracted Service <br />Most, if not all, of the garbage haulers licensed to operate in Ramsey offer a subscription yard waste service during <br />the summer months. Residents can check with their hauler for applicable rates, program details, etc. This service <br />typically includes a cart similar to the recycling and garbage carts that is specifically intended for yard waste (grass <br />clippings, leaves, brush) and scheduled collection days. <br />County Compost Sites <br />Anoka County does operate two (2) compost sites in Coon Rapids and Lino Lakes. Both facilities are now open <br />year round (only on Saturdays December -March). There is no charge for up to four (4) cubic yards (generally <br />considered to be about the area of a standard bed of a pick-up truck) of leaves, grass and other non -woody yard <br />waste. There is a fee charged for more than four (4) cubic yards ranging from $5.00 (5-8 cubic yards) up to $20.00 <br />(17-20 cubic yards). Woody debris, such as branches, trunks, and logs are also accepted for a fee that ranges from <br />$6.00 per cubic yard (branches/trunks/logs six [6] inches or less in diameter) up to $20.00 per cubic yard <br />(branches/trunks/logs eighteen [18] inches or greater in size). Stumps are also accepted for a fee ranging from <br />$20.00 per cubic yard up to #40.00 per cubic yard depending on stump diameter. <br />Potential Local Option <br />In recent years, the state of MN has amended the permitting requirements to exempt small scale composting sites <br />from the permitting standards. Small scale is defined as less than forty (40) cubic yards on site at any given time. <br />Thus, if the City desired, it could provide a local yard waste drop-off opportunity for the community as long as it <br />remained under the small scale threshold. At this time though, there is neither the space nor the staffing resources to <br />provide this service (and spacing will be even more limited should portions of the public works campus be <br />developed). However, the City has had preliminary discussions with ACE Solid Waste about potentially having a <br />dumpster placed at the Public Works campus during the fall for more convenient leaf and pumpkin disposal. This is <br />only conceptual at this time and once again, details such as spacing and monitoring have not been determined to <br />know if it is even feasible. <br />Funding Source: <br />This case is being handled as part of Staffs normal duties. <br />
