SECTION 2 DEFINITIONS <br />For purposes of these policies, the following definitions will apply: <br />Authorized Hours - The number of hours an employee was hired to work. Actual hours worked <br />during any given pay period may be different than authorized hours, depending on workload <br />demands or other factors, and upon approval of the employee's supervisor. <br />Benefits -Privileges granted to qualified employees in the form of paid leave and/or insurance <br />coverage. <br />Benefit Earning Employees -Employees who are eligible for at least a pro -rated portion of some <br />City provided benefits. Such employees must be year-round employees who work at least 20 hours <br />per week on a regular basis. <br />Casual Employee — Temporary employees who periodically work "special projects" for the City <br />such as the Pet Clinic, Elections and Happy Days. This classification includes, but may not be <br />limited to, Rink Attendants, Snow Plow Drivers, and other employees working less than 14 hours per <br />week. <br />Demotion -The movement of an employee from one job class to another within the City, where the <br />maximum salary for the new position is lower than that of the employee's former position. <br />Direct Deposit -As permitted by state law, all City employees are required to participate in direct <br />deposit. <br />Employee - An individual who has successfully completed all stages of the selection process <br />including the training period. <br />Exempt Employee — Any employee excluded from overtime and compensatory time off provisions <br />of the Minnesota and federal Fair Labor Standards Act ("FLSA"). Non -Exempt Employee — <br />Employees who are covered by the federal or state Fair Labor Standards Act. Such employees are <br />normally eligible for overtime pay or compensatory time off at 1.5 times their regular hourly wage <br />for all hours worked over forty (40) in any given workweek. <br />FICA (Federal Insurance Contributions Act) - FICA is the federal requirement that a certain <br />amount be automatically withheld from employees' earnings. Specifically, FICA requires an <br />employee contribute a percentage for Social Security and for Medicare. The City contributes a <br />matching percentage on behalf of each employee. Certain employees are exempt or partially <br />exempt from these withholdings (e.g., police officers). <br />Fiscal Year -The period from January 1 to December 31. <br />Full-time Employee - Employees who are required to work forty (40) or more hours per week year- <br />round in an ongoing position. In accordance with federal health care reform laws and regulations, <br />the City shall offer health insurance benefits to eligible employees and their dependents that work <br />on average or are expected to work 30 or more hours per week or the equivalent of 130 hours or <br />more per month.
