WSB <br />701 Xenia Avenue South I Suite 300 I Minneapolis, MN 55416 1 (763) 541-4800 <br />December 27, 2016 <br />Mr. Bruce Westby P.E. <br />City Engineer <br />7550 Sunwood Drive NW. <br />Ramsey, MN 55303 <br />Re: Pavement Evaluations and Recommendations for City of Ramsey Improvement Project #17-00 <br />2017 Sunwood Drive Reconstruction <br />Observation: On December 20, 2016 WSB & Associates cored Sunwood Drive from Ramsey Blvd. to <br />Bunker Lake Blvd in Ramsey, MN, to verify the thickness of the Hot Mix Asphalt (HMA) and to determine <br />what type of granular base was under the HMA. The pavement is in a light industrial park area and was <br />constructed in 1980s. The main observed distress was cracking caused by aging of the HMA. Some <br />fatigue cracks were observed in the wheel paths which are to be expected as a pavement meets its <br />design life. One other observation was that the some of the warehouses were expanding their building <br />which leads me to believe the truck traffic will only increase over the next 20 years. The cores measured <br />4 inches thick with a granular base material that appears to be Class 5. <br />Recommendations: Based on the information above our first recommendation would be to mill off 3 <br />inches of the HMA and then do a 6 inch Stabilized Full Depth Reclamation (SFDR) using asphalt <br />emulsion. The concept of doing SFDR over removing and repaving is that we can increase the structural <br />capacity of the pavement by building down deeper into the pavement structure. This option would <br />completely break up the existing crack pattern. Properly designed and constructed SFDR should yield <br />gravel equivalencies of 1.5 to 2.0 with 1.8 being a good design value to use. Then repave the last 3 <br />inches using SPWEB440C Super Pave. MnDOT gives this option the same value as a complete <br />reconstruction at approximately 40 to 60 percent of the cost. <br />Option 2 would be to remove all the HMA and re -compact the base and repave. This option should be <br />less expensive than Option 1. The one issue that we have with this option is the belief that truck traffic on <br />Sunwood is only going to increase and that this option may fail prematurely compared to the existing <br />pavement.
