CC Regular Session 4. 10. <br />Meeting Date: 09/12/2017 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #17-09-226 to Promote the Lead Police Records Technician to the Police Department Office <br />Supervisor <br />Purpose/Background: <br />The purpose of this case is to request the City Council to promote Ms. Jemma Torseth to the position of Police <br />Department Office Supervisor; filling a vacancy left by retiring Office Supervisor, Joleen Wiemann. <br />As the City Council is aware, after 16 plus years of service, Joleen Wiemann is retiring on September 29, 2017. <br />Staff placed a high priority on addressing the vacancy in order to best meet the City's public service needs. <br />Ms. Torseth has been working under the supervision of Ms. Wiemann as the City's Lead Police Records Technician <br />for just over two years. In addition to her time with the City of Ramsey, Ms. Torseth brings over 17 years of police <br />department experience from other agencies. Ms. Torseth was interviewed by Captain Bluml and Human Resources <br />Manager Lasher after submitting a letter of interest for the position. They discussed her professional goals, the <br />City's expectations, and other matters related to the position. Ms. Torseth has been an asset to the Police <br />Department, and meets or exceeds the qualifications of the position. <br />As the City Council will recall, the Lead Police Records position was hired for several reasons, including <br />succession planning <br />Ms. Torseth, with her extensive professional background is recommended by staff, including Chief Katers, Captain <br />Bluml, Human Recourses Manager Lasher, City Administrator Ulrich, and retiring Office Supervisor Wiemann. <br />Notification: <br />Filling a Vacancy: The Personnel Policy grants the City Administrator discretion, subject to approval by the <br />Council, to recommend how a vacancy will be filled, as follows: The City Administrator or designee will determine <br />if a vacancy will be filled through an open recruitment or by promotion, transfer or some other method. This <br />determination will be made on a case -by -case basis. The majority of position vacancies will be filled through an <br />open recruitment process. Position vacancies may be filled on an "acting" basis as needed. <br />Probation: The Personnel Policy provides for the following probationary period: Subject to the provisions of an <br />applicable collective bargaining agreement, every original appointment andevery promotional appointment, is <br />subject to a probationary period of six (6) months, except for patrol officers, paid -on -call firefighters, and <br />Department Heads who have a one-year probationary period. During the probationary period a probationary <br />employee may be terminated at the sole discretion of the City. <br />Funding Source: <br />There no additional funding required for this promotion; the promotion will result in a savings over the current <br />employee in this position. <br />Recommendation: <br />Staff recommends promoting Ms. Jemma Torseth as the Police Department's next Office Supervisor, a non -union, exempt position, effective <br />October 1, 2017, at step 1 of the 2017 pay scale, which is $28.68 per hour / $4971.20 per month; subject to a 6 month probation. <br />Action: <br />
