Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION #17-09-220 A RESOLUTION APPROVING FINAL PLAT, DEVELOPMENT AGREEMENT, IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN AMENDMENT, CONTINGENT UPON METROPOLITAN COUNCIL, AND AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO THE METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE PLAN WHEREAS, Joshua Peterson, hereinafter referred to as “Applicant”, properly applied to the City of Ramsey (the “City”) for approval of a Final Plat, Zoning Amendment, and Comprehensive Plan Amendment to change the future land use designation from Low Density Residential to Rural Developing for Lavern Estates on the following legally described property: The Northwest Quarter of the Southwest Quarter of Section 03, Township 32, Range 25, Anoka County, Minnesota, except the west 637 feet of the south 217. 8 feet thereof, also except north 300 feet of the south 517. 8 feet of the west 237 feet thereof, (as measured along west and south lines thereof), except road, subject to easement record. (The “Subject Property”) WHEREAS, the Comprehensive Plan approved in 2010 shows the Subject Property designated land use as Low Density Residential; and WHEREAS, the Applicant is requesting that the designated land use of the Subject Property be changed to Rural Developing; and WHEREAS, the Ramsey Planning Commission met on August 3, 2017, conducted a public hearing, and recommended that the Ramsey City Council approve the Applicant’s request for an amendment to the Comprehensive Plan for the Subject, a Zoning Amendment to rezone the Subject Property to R-1 Residential (Rural Developing), and approve the Final Plat. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1)That the Ramsey City Council hereby approves the request for a land use designation change of the Subject Property from Low Density Residential to Rural Developing. 2)That the Ramsey City Council hereby approves staff recommendation to reguide not only the th subject area, but the surrounding area generally located west of Nowthen Blvd and North of 175 Ave NW from Low Density Residential to Rural Developing. 3)That the Ramsey City Council hereby authorizes City Staff to submit the necessary documentation to Metropolitan Council for an amendment to the Comprehensive Plan to change the land use designation to Rural Developing. 4)That this land use change shall become effective concurrent with the City’s receipt of notification of approval from Metropolitan Council.
