<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #17-10-232 <br /> <br /> <br />RESOLUTION REQUESTING THE ANOKA COUNTY HOUSING AND <br />REDEVELOPMENT AUTHORITY (ACHRA) ALLOCATE $1,750,000 FOR <br />INFRASTRUCTURE COSTS ASSOCIATED WITH THE CITY OF RAMSEY’S NEW <br />BUSINESS PARK DEVELOPMENT <br /> <br /> WHEREAS <br />, over 300-acres of green-field land is available for development located <br />northwest of the U.S. Highway 10/Armstrong Boulevard interchange in the City of Ramsey (the <br />“Armstrong-West Developable Area”); and <br /> <br /> WHEREAS, <br /> the City is pursuing the development of a new business park in the <br />Armstrong-West Developable Area totaling 131.52 acres in gross size. A new business park will <br />benefit the City by creating well-paying jobs, increasing tax-base, and increasing local consumer <br />spending; and <br /> <br /> WHEREAS, <br /> Riverstone Development has recently platted a 298-unit single-family <br />residential Development on 84.77 acres of land located in the Armstrong-West Developable Area. <br />A new 298-unit residential development will benefit the City by providing quality new housing <br />stock, a quality designed residential community, development fees, increased tax-base, and an <br />increase in local consumer spending; and <br /> <br /> WHEREAS, <br /> development of the Armstrong-West Developable Area will require various <br />improvements to arterial infrastructure located along Bunker Lake Boulevard and Puma Street. <br />Arterial infrastructure improvements include trunk-water line extensions, trunk-sewer line <br />extensions, a sewer lift station, trail extensions, new roads, street lights, and storm sewer (“Arterial <br />Infrastructure”) totaling an estimated $3.68M; and <br /> <br /> WHEREAS, <br />annually the ACHRA levies Ramsey residents; and <br /> <br /> WHEREAS, <br />the ACHRA levy has been used to help fund certain development and <br />redevelopment projects within the City of Ramsey; and <br /> <br /> WHEREAS, <br />the City of Ramsey is requesting that the ACHRA utilize available tax <br />levy to partially fund Arterial Infrastructure costs related to the City’s new business park. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1) That the Ramsey City Council formally authorizes a request for the ACHRA to utilize <br />$1,750,000 levied from Ramsey taxpayers to help fund a portion of Arterial <br />Infrastructure related to the City of Ramsey’s new business park. <br /> <br /> <br /> <br />
