ExECUTIYT SUMMARY <br /> <br />The Mississippi Recreation District comprises a substantial portion of Ramsey's <br />southern boundary. The area is zoned .... and , with the U.S. Hwy <br />#10 and 169 serving as the northern district border. The southern border is one of <br />the most infamous rivers in the world and largest in the United States. This 1,225 <br />acre recreation district serves many tractions for hmnans, but is als° the edge of a <br />vel3/important, nation-wide ecosystem. In addition, the Mississippi Flyway is the <br />most prominent migration route on the continent for migratory birds. <br /> <br />This district may be the most complex of any of Ramsey's 17 recreational <br />districts. There are the aforementioned federal tfighways, the full range of land <br />uses, and many opportunities for development, redevelopment and the <br />enhancement of natural resources. Indeed, even the parmerships in natural <br />resource protection and recreation development are more var/ed titan in other areas <br />of the city: This includes municipal operations for proposed park and trail areas in <br />the future, or e,,dshng sites such as Riverdale Park. One-of Metropolitan Council's <br />designated Regional Parks is central to this district; namely the soon to be <br />developed Mississippi West Park. This 273-acre.resource is managed by Anoka <br />County Parks in addition to the regional trail in the area. The State of Minnesota's <br />Department of Natural Resources has jmSsdiction for the Critical ,Area Corridor <br />which parallels the Mississippi. The DNR also has enforcementjmdsdiction <br />relative to the Wild and Scenic Rivers Act. <br /> <br />If the above doesn't seem like enough layers of parmers to plan and manage w/th; <br />consider that the ~ationat Park Service is the coordinating agency for 72 miles of <br />the Mississippi as'Nat't Park Service Unit- w/th Ramsey as its northern terminus! <br />Plus, iVlnDot's influence extends beyond the proposed conversion of Hwy #10 and <br /># 169 to freeway status or the bridge crossh~g. The state maintains the Wayside <br />rest neat' GoodN Island and is a valued picnic area and canoe put-in point, with <br />established resn'ooms and other facilities.
