June 9,2004

TO: CiD' Manager, Ramsey Minnesota
(and person or persons that controI speed regulations)

FROM: Residents of Savannah Oaks
14351 Dysprosium Street N. W., Ramsey, 1VLN

SUBJECT: Noise Level at the Intersection of HighwaYs 47 and 5

Since this building opcncd on October 1, .1999, the noise ievcl at the intersection of
Highways 47 and $ has increased at least ten times. This is the result of population
growth and much more traffic. We feel the speed limit should be no more than 35
miles per hour north and west of this intersection,-until drivers have left the newly
populated area of this intersection.

There are some drivers who use this corner to lay down a strip of rubber whenever
they feel like it, using it as a drag Strip.

We feel there should be some type of noise barrier, i.e., fence, shrubs etc. This could
.possibly reduce some of the noise. Sometimes it is so loud that you cannot hear the
T.V. or converse with friends.

It seems only reasonable with the building and 'population growth of this area, that
a lower speed limit would make. the offenders think before they speed, and if they
don't, it certainly should increase revenue for the city's overall budget costs.

Please look into this matter. Signatures below indicate many of us who would
appreciate action and response to this request.
